Goal 3 Objectives<br />

Enhance the abilities of Program managers and staff dedicated to the<br />

development, management, and implementation of the OHMVR Program.<br />

3.1 By 2012, develop and implement a system to capture institutional<br />

knowledge and ensure staff is knowledgeable with the skill sets<br />

necessary to be successful.<br />

Since 2013, the<br />

OHMVR Division<br />

and Districts have<br />

held annual training<br />

and collaborative<br />

workshops for<br />

environmental<br />

scientists. These<br />

workshops cover topics<br />

on monitoring design,<br />

data capture, statutory compliance, and other pertinent issues. The ability to have<br />

all OHMVR Division resource staff in one location has been very beneficial in the<br />

development of WHPP plans for each SVRA. These meetings have resulted in a<br />

well-vetted process of discussion and design focused on implementing the needs at<br />

the SVRA level with the requirements at the programmatic level.<br />

Prairie City SVRA environmental scientists provide training to all permanent and<br />

seasonal staff. The training includes an overview of environmental laws and<br />

regulations, best practices for managing wildlife and special status species, and<br />

highlights the unique natural resources in the SVRA.<br />

The OHMVR Division and Districts collaborated with the State Parks’ Cultural<br />

Resource Division and the Native American Heritage Commission to provide an<br />

in-depth training for staff on Assembly Bill (AB) 52 requirements, which made<br />

changes to the California Environmental Quality Act (CEQA) regarding Native<br />

American Consultation. The training was offered to all OHMVR Division and<br />

District staff and was open to cultural resource managers in State Parks. Over<br />

30 managers, supervisors, tribal liaisons, and interested staff participated at the<br />

William Penn Mott Jr. Training Center in Pacific Grove and from remote locations<br />

around the state using video conferencing technology. Two open sessions allowed<br />
