The project was initiated by President Fernando Belaúnde and architect Peter Land and saw the construction of 520 houses by 13 international architectural firms and 13 Peruvian firms. Its primary goal was to create flexible spaces that could accommodate changes and expansions by the residents 3 , prompting each architect to explore cost-effective housing solutions around modular design. This is evident in the work of Kikutake- Kurokawa-Maki team. Concrete blocks were a popular choice among many architectural offices. Quinta Monroy Housing project in Chile by Elemental, reflects the legacy from the PREVI projects in its core idea of creating flexible, open spaces accommodating future expansion. Elemental's initial Half Built houses were constructed using 07-08 Kuwait National Assembly
