Belgian <strong>De</strong>fence...To Future<br />

Reflections on a Belgian<br />

To summarize, we see future disruption more in the form of massdisruption<br />

rather than mass-destruction.<br />

The second task has become much more important for Belgium with<br />

headquarter functions and EU/NATO and other summits, nevertheless it is<br />

not seen as a task for the military, where in fact it should be. This kind of<br />

responsibility requires specific and highly specialized skills, which should<br />

be developed by the Belgian <strong>De</strong>fence rather than having to rely on eg. the<br />

US <strong>De</strong>fence.<br />

The last goal of the mission statement has become very important and<br />

well accepted by the general public. The political will to support these<br />

missions and to contribute to them is however often disproportional<br />

compared with the actual strength and capabilities of the Belgian Armed<br />

forces. As a consequence, frustration grows, but more importantly, risks<br />

are growing for failure and worse casualties.<br />

Belgian <strong>De</strong>fence...From past...<br />

The Belgian <strong>De</strong>fence is currently in a transformation phase between its<br />

past and a new mission for the future. Austerity, overstretching,<br />

overreaching (foreign mission) and underinvestment in human resources<br />

and hardware are taking their toll.<br />

As the Financial Times put it recently:<br />

"But about 75 per cent of Belgian military spending now goes on personnel<br />

– causing one critic to call the Belgian military ―an unusually well-armed<br />

pension fund‖.<br />

The choice therefore is between passively undergoing budgetary<br />

restrictions and international requirements, or a clear new mission<br />

statement that leads to strategic choices and a new role for the Belgian<br />

<strong>De</strong>fence.<br />

Belgian <strong>De</strong>fence...To Future<br />

We would of course plead for the latter, and recommend to develop a new<br />

strategic mission, which agrees with democratic, economic and<br />

geopolitical goals of a modern defence organisation.<br />

In the remainder of this short reflection memo, we make some policy<br />

proposals which fit a modern mission statement, and can help decision<br />

makers to align the necessities of our defence with social and economic<br />

requirements.<br />
