within two (2) weeks <strong>of</strong> the hydro-seeding, or if a healthy stand <strong>of</strong> grass,<br />

free <strong>of</strong> bare spots is not established.<br />

Section 12.5. Plant Material and Installation<br />

Plant material used to meet the requirements <strong>of</strong> this Article shall meet the<br />

standards for Florida Number 1 or better, as set out in grades and standards for<br />

nursery plants, part I and part II, Department <strong>of</strong> Agriculture, State <strong>of</strong> Florida – as<br />

amended. At least 75 percent <strong>of</strong> the trees and 50 percent <strong>of</strong> the shrubs used to fulfill<br />

these requirements shall be native Southern Florida species. In addition, at least 75<br />

percent <strong>of</strong> the trees and shrubs used to fulfill these requirements shall be droughttolerant<br />

species.<br />

(a) Trees and Shrubs. All trees shall be at least 10-12 feet in height and 2.5 inches<br />

in DBH at the time <strong>of</strong> installation, except evergreen trees used for screening and<br />

buffering. Evergreen trees used in these instances shall be 6-7 feet in height.<br />

All shrubs shall be at least 3 gallons in container size and 2 feet in height for an<br />

upright growth habit shrub and 6-12 inches in height for a horizontal growth<br />

habit shrub.<br />

(b) Tree Species Mix. When more than 10 trees are required to be planted to meet<br />

the requirements <strong>of</strong> this Article, a mix <strong>of</strong> species shall be provided. The number<br />

<strong>of</strong> species to be planted shall vary according to the overall number <strong>of</strong> trees<br />

planted. The minimum number <strong>of</strong> species to be planted are indicated below:<br />

(c) Tree Preservation Credits. Existing approved native species trees may be<br />

credited equally towards meeting the planting requirements <strong>of</strong> this Article<br />

according to the matrix below:<br />

20 to 25 inches equal to 4, 2.5 inch caliper trees<br />

5 to 11 inches equal to 2, 2.5 inch caliper trees<br />

NOTE: No credit shall be given for trees located in required natural preservation areas, required<br />

to be preserved by federal, state, or local laws, are prohibited species, or are located within areas<br />

<strong>of</strong> the site where trees are not required.<br />

Section 12.6. Landscape Plan Required<br />

Prior to installation <strong>of</strong> any required landscape material, the applicant shall<br />

submit a landscape plan to the <strong>City</strong> unless specifically exempted.<br />

(a) The landscape plan shall be drawn to a suitable scale and indicate the location<br />

<strong>of</strong> existing and proposed parking spaces, access aisles, driveways, and the<br />

location, size, and description <strong>of</strong> all landscape materials, including the method<br />
