A raised earth mound which is planted with ornamental vegetation<br />

(23) BEST MANAGEMENT PRACTICES [BMP]<br />

The combination <strong>of</strong> conservation measures, structures, or management<br />

practices that reduces or avoids adverse impacts <strong>of</strong> development on a<br />

site or adjoining site’s land, water or waterways, and water bodies.<br />

(24) BOAT<br />

Any vessel, watercraft or other artificial contrivance used, or which is<br />

capable <strong>of</strong> being used, as a means <strong>of</strong> transportation, mode <strong>of</strong> habitation<br />

or as a place <strong>of</strong> business, pr<strong>of</strong>essional or social association on waters <strong>of</strong><br />

the <strong>City</strong> <strong>of</strong> <strong>Punta</strong> <strong>Gorda</strong>.<br />

(25) BUFFER [NON-WATERSHED]<br />

An area <strong>of</strong> land, plant material, fence, wall, or other similar structure<br />

used to separate adjacent land uses or to separate development from a<br />

stream or water body, or an area intended to preserve vegetation along a<br />

designated corridor.<br />

(<strong>26</strong>) BUFFER [WATERSHED]<br />

An area <strong>of</strong> natural or planted vegetation through which stormwater run<strong>of</strong>f<br />

flows in a diffuse manner so that the run<strong>of</strong>f does not become channelized<br />

and which provides for infiltration <strong>of</strong> the run<strong>of</strong>f and filtering <strong>of</strong><br />

pollutants. The buffer is measured landward from the normal pool<br />

elevation <strong>of</strong> impounded structures and from the bank <strong>of</strong> each side <strong>of</strong><br />

streams or rivers.<br />

(27) BUILD OUT<br />

The completed construction <strong>of</strong> all phases <strong>of</strong> a development as allowed by<br />

all Ordinances which regulate an area. The scale <strong>of</strong> build out can be from<br />

a single lot to the entire <strong>City</strong>’s jurisdiction.<br />

(28) BUILD-TO LINE<br />

The line at which construction <strong>of</strong> a building is to occur on a lot. A buildto<br />

line runs parallel to the front property line and is established to create<br />

an even building facade line on a street.<br />

(29) BUILDABLE AREA<br />

The portion <strong>of</strong> a lot remaining after required yards have been provided.<br />

(30) BUILDING<br />

Any structure having a ro<strong>of</strong> supported by columns or by walls, and<br />

intended for shelter, housing or enclosure <strong>of</strong> persons, animals or<br />

property. The connection <strong>of</strong> two buildings by means <strong>of</strong> an open porch,<br />

breezeway, passageway, carport or other such open structure, with or<br />

without a ro<strong>of</strong>, shall not be deemed to make them one building.<br />

(31) BUILDING FOOTPRINT<br />

The land area on which a building is located or proposed for location.<br />
