Section 14.15. Subdivision Proposals<br />

All subdivision proposals shall be consistent with the need to minimize flood<br />

damage and shall have public utilities and facilities such as sewer, gas, electrical and<br />

water systems located and constructed to minimize flood damage. All proposals shall<br />

have adequate drainage provided to reduce exposure to flood hazards, and base flood<br />

elevation data shall be provided for subdivision proposals and other proposed<br />

development [including manufactured home parks and subdivisions] which is greater<br />

than the lesser <strong>of</strong> fifty lots or five acres.<br />

Section 14.16. Map Amendment Procedures<br />

Any proposed revisions to alter or relocate a stream, to restudy a special flood<br />

hazard area, or to revise or alter the adopted Flood Boundary and Floodway Maps as<br />

prepared by the Federal Emergency Management Agency dated March 30, 1983, or<br />

subsequent amendment thereto, shall follow the guidelines established by the Federal<br />

Emergency Management Agency using the Department <strong>of</strong> Community Development<br />

staff as area coordinator.<br />

Section 14.17. Definitions<br />

Unless specifically defined below, words and phrases used in this article shall be<br />

interpreted so as to give them the meaning they have in common usage and to give<br />

this article its most reasonable application.<br />

Accessory Structure (appurtenant structure) means a structure that is located on the<br />

same parcel <strong>of</strong> property as the principal structure and the use <strong>of</strong> which is incidental to<br />

the use <strong>of</strong> the principal structure. Accessory structures should constitute a minimal<br />

investment, may not be used for human habitation and should be designed to have<br />

minimal flood damage potential. Examples <strong>of</strong> accessory structures are detached<br />

garages, carports, storage sheds, pole barns, gazebos, pavilions and hay sheds.<br />

Gazebos and pavilions qualify as a minimum investment if they are no greater than<br />

four hundred (400) square feet in size.<br />

Addition (to an existing building) means any walled and ro<strong>of</strong>ed expansion to the<br />

perimeter <strong>of</strong> a building in which the addition is connected by a common load-bearing<br />

wall other than a firewall. Any walled and ro<strong>of</strong>ed addition, which is connected by a<br />

firewall or is separated by independent perimeter load–bearing walls, is new<br />

construction.<br />

Appeal means a request for a review <strong>of</strong> the floodplain management administrator’s<br />

interpretation <strong>of</strong> any provision <strong>of</strong> this article or a request for a variance.<br />

Area <strong>of</strong> shallow flooding means a designated AO or AH zone on the <strong>City</strong>’s flood<br />

insurance map (FIRM) with base flood depths from one (1) to three (3) feet where a<br />

clearly defined channel does not exist, where the path <strong>of</strong> flooding is unpredictable and<br />
