(2) Convenience store with significant food service. A convenience<br />
store that in addition to the display <strong>of</strong> snack foods and/or heating<br />
or cooking <strong>of</strong> prepackaged food items, has retail food processing<br />
activities consisting <strong>of</strong> on-site cooking or other preparation <strong>of</strong><br />
food consumption on or <strong>of</strong>f the premises and has a combined<br />
seating, indoors and outdoors, <strong>of</strong> no greater than 24 people. The<br />
term also applies to establishments where the food is prepared<br />
<strong>of</strong>f-site and brought to a location for sale on individual customer<br />
order or by buffet-style display.<br />
(3) Food outlet with limited food service. Any commercial<br />
establishment other than a convenience store that has retail food<br />
processing activities consisting <strong>of</strong> on-site cooking or other<br />
preparation <strong>of</strong> food for consumption on or <strong>of</strong>f the premises and<br />
does not include entertainment or the on-premises consumption<br />
<strong>of</strong> alcoholic beverages. The term also applies to establishments<br />
where the food is prepared <strong>of</strong>f-site and brought to a location for<br />
sale on individual customer order or by buffet-style display. This<br />
category includes, but is not limited to such establishments as<br />
traditional sit-down restaurants, delicatessens, bakeries, meat and<br />
seafood markets, hot beverage shops, confectionaries, tea rooms<br />
and frozen dessert shops.<br />

Retention delays the flow <strong>of</strong>f a site to prevent flooding. Detention stores<br />
water on a site to allow time for pollutants precipitate out <strong>of</strong> the run<strong>of</strong>f.<br />
This cleans the water before it is allowed to flow to nearby surface<br />
waters.<br />
