Besides above the department was allotted some additional subjects in the year 1971:
i) National Sample Survey
ii) Tribal research/studies
iii) Housing & Building Statistics
iv) Capital Formation
v) Collection of all types of statistics at block level
vi) Index of Industrial Production
The Economic Adviser of Economics & Statistics, besides being the Head
of the Department for this Directorate, has been assigned the following functions as well:
(i) Officer on special duty on behalf of the Government of India and
Chairman of the State level Committee on Annual Survey of Industries
in Himachal Pradesh.
(ii) Price collection Authority in the State.
(iii) Competent Authority to ascertain cost of living index for employee in
scheduled employment in Himachal Pradesh.
6.1.1 Estimation of State Income and District Income
The most important functions of the department is to compute the State Income /
District Income in which is the most significant and reliable indicators to
measure the economic growth of the state. These estimates are presented in the
Economic Survey in the budget session of Vidhan Sabha. A special expertise is
involved in this very voluminous and huge calculation to work out the income
generation contribution/ economic growth of different sectors of the economy.
No developmental scheme can be made successful without properly assessing the
contribution/ growth scenario of the sector to which the schemes pertains and this
