*Manpower is the most important issue to be addressed. First <strong>of</strong> all there is<br />

need to thorough cadre review <strong>of</strong> all categories <strong>of</strong> posts. All sanctioned posts to<br />

be filled in beside new posts needs to be created in the categories mentioned<br />

above. A suggestive creation <strong>of</strong> post can be replaced with already sanctioned<br />

posts i.e. Director with Economic Adviser, Assistant Director with Research<br />

Officer & District Statistical Officer, Statistical Officer with Assistant Research<br />

Officer,<br />

1.8 Costing Model for Manpower:<br />

First <strong>of</strong> all State government should fill the all vacant Post in the Department<br />

<strong>of</strong> Economics and Statistics. As far as creation <strong>of</strong> posts keeping in view the<br />

State <strong>Government</strong> financial position it is not possible for State <strong>Government</strong> to<br />

fill the posts needs to be created for implementing the ISSP. Under this model<br />

State may upgrade the posts required for this Project from existing regular<br />

posts and eligible candidates from the Line Departments in result <strong>of</strong> Common
