on the departments, PRIs and ULBS will have to continue to<br />

update the same. This unique ID will have to be displayed on<br />

the assets with permanent mark. The expenditure for this<br />

activity will have to borne by the department under the<br />

administrative expenditure head <strong>of</strong> accounts<br />

Statistical Committee<br />

10.4 Assessment <strong>of</strong> alternative strategic choices:<br />

The strategies recommended to achieve the different goals can be broadly<br />

classified into those requiring administrative actions, those requiring surveys,<br />

domestic training through a designated training centre and provision <strong>of</strong><br />

manpower directly answerable to <strong>Government</strong>. Domestic training, a proposed<br />

strategy as against external training, has no alternative. In domestic training<br />

all the resources are under the direct control <strong>of</strong> the Economic Adviser, DES.<br />

Therefore, utilizing this resource optimally, it would be possible to develop<br />

the capabilities <strong>of</strong> the statistical personnel. External training may be used as a<br />

supplementary in respect <strong>of</strong> very advanced areas <strong>of</strong> knowledge and skills<br />

required.<br />

Outsourcing to the private sector can be a good alternative strategy only in<br />

cases where there is acute shortage <strong>of</strong> manpower and where diversion <strong>of</strong> the<br />

regular staff from their routine activities is required. Such situations are now<br />

prevalent in the statistical system in the states. Hence many <strong>of</strong> the studies and<br />

type studies proposed need be outsourced to reputed external agencies<br />

selected through a strict competitive process. As between administrative<br />

reporting verses statistical surveys, the two will have to be deployed as<br />

complementary strategies and not alternatives. Important statistics and data<br />

should be generated regularly through the administrative process. An example<br />

is birth and death statistics where it is necessary to improve the registration<br />

system so that we can rely on the data generated by the registration process it<br />

self and do not depend on the SRS data. Survey should be conducted only to<br />

collaborate this data in cases where there is some doubt with regard to the<br />

accuracy <strong>of</strong> the data. Surveys are useful in (1) checking on sample basis the
