All major Line Departments generating the core statistics (other than those being<br />

produced by the DES) such as Agriculture, Education, Health & Family Welfare,<br />

Transport, Industry, Welfare, Finance, Revenue, Labour, Urban Development, Rural<br />

Development, Energy, Forest & Environment, PHED, PWD, Police & Panchayati Raj,<br />

should expand and upgrade their statistical units/cells to an independent Division<br />

headed by a Deputy Director Level Officer supported by sufficient number <strong>of</strong><br />

supporting statistical personnel. The Deputy Director in charge <strong>of</strong> the Statistics Division<br />

should report directly to the Secretary/ Principal Secretary <strong>of</strong> the concerned Line<br />

Department and Secretary <strong>of</strong> the Department <strong>of</strong> Economics and Statistics.<br />

The rest <strong>of</strong> the Line Departments generating statistics pertaining to their administrative<br />

needs should also expand and upgrade their statistical units/cells to an independent<br />

Division headed by an Assistant Director Level Officer supported by sufficient number<br />

<strong>of</strong> supporting statistical personnel. The Assistant Director in charge <strong>of</strong> the Statistics<br />

Division should report directly to the Secretary/ Principal Secretary <strong>of</strong> the concerned<br />

Line Department and Secretary <strong>of</strong> the Department <strong>of</strong> Economics and Statistics.<br />

In some departments where statistical functions are limited and already a exists a<br />

structure for collection <strong>of</strong> statistical outputs i.e. Public Works Department (PWD),<br />

Irrigation &Public Health (IPH) and Department <strong>of</strong> Police a very small statistical unit is<br />

proposed headed by a Statistical Officer.<br />

6.8 Department <strong>of</strong> Health and Family Welfare:<br />

It is the responsibility <strong>of</strong> the State <strong>Government</strong> to implement the National Health<br />

Programmes, provide basic primary health care to the people and to combat the major<br />

diseases and reduce mortality& morbidity. The State <strong>Government</strong> has full-fledged<br />

Health and family Welfare Department and separate Department for Medical Education,<br />

Dental Health Services, and Health Safety & Regulation. The delivery <strong>of</strong> primary health<br />

care is the principal objective <strong>of</strong> the rural health care system and forms the foundation<br />

<strong>of</strong> the National Health System. The services are provided in the state through a network<br />

<strong>of</strong> integrated Health and Family Welfare Delivery System through 2067 sub Centres,
