1.1.2 Need to have a Joint Director exclusively for State Income &price Statistics<br />

State Income Statistics in head <strong>of</strong>fice comprises <strong>of</strong> State Income, State<br />

Accounts in which accounts <strong>of</strong> local bodies are collected and compiled,<br />

Capital Formation, Prices Statistics, Wholesale Price Index Numbers,<br />

Consumer Price Index Numbers, etc. As scheme head, the Joint Director is<br />

representing the State in frequent scheme meetings at National Accounts<br />

Division, Central Statistical Organisation, New Delhi and other Ministries.<br />

If an <strong>of</strong>ficer with a higher status participates in those meetings at New<br />

Delhi, representation will be more effective, fruitful and beneficial to the<br />

State. State Income estimates are time bound. Expediting data by a Deputy<br />

Director from the line departments will be smooth, more effective and<br />

timely. Interaction by a Joint Director with other stakeholders <strong>of</strong> state<br />

income in the state viz., State Planning Board, Finance Department in<br />

Secretariat will be more effective.<br />

1.1.3 Need to have a Joint Director exclusively for Administration, Information<br />

Technology, Training and Monitoring<br />

Besides regular administrative and related activities <strong>of</strong> the directorate the<br />

implementation <strong>of</strong> the India Statistical Strengthening Project (ISSP) is<br />

expected provide infrastructural and training assistance to the<br />

Directorate/Department in future. As ISSP is a high investment project, a<br />

senior <strong>of</strong>ficer at the level <strong>of</strong> a Deputy Director is exclusively necessary to<br />

plan and execute its implementation. Frequent Meetings on ISSP,<br />

familiarisation workshops, meetings at World Bank, etc., has to be attended<br />

by a senior <strong>of</strong>ficer from the Department viz., a Deputy Director. Planning,<br />

Procurement and execution <strong>of</strong> all items proposed have to be completed on a<br />

time bound manner and according to World Bank Guidelines. Deputy<br />

Director in-charge <strong>of</strong> ISSP has to initiate actions towards the meetings <strong>of</strong><br />

Steering Committee. Apart from ISSP, various monitoring schemes and<br />

Statistical Audit etc. are to be managed as per prescribed guidelines and
