6.19 Department <strong>of</strong> Transport<br />
The mission <strong>of</strong> the department is to have safe, sustainable, transparent, public<br />
centric <strong>of</strong> transport system in the State. The existing set-up/infrastructure/<br />
manpower available to achieve this mission is up to the district level where 10 RTO<br />
<strong>of</strong>fices (except Kinnour & Lahual Spiti which are under the control <strong>of</strong> Shimla and<br />
Kullu respectively) & 11 ARTO <strong>of</strong>fices are functioning. These <strong>of</strong>fices are<br />
primarily responsible for development, control and regulation by way <strong>of</strong> performing<br />
the duties under Motor Vehicles Act/ Rules, HP Taxation Act/ Rules i.e. registration<br />
<strong>of</strong> vehicles, issuing and renewal <strong>of</strong> driving licenses / conductor license and to<br />
issue and renewal permits & realization <strong>of</strong> Taxes. The registration <strong>of</strong> vehicles, issue<br />
<strong>of</strong> driving/ Conductor license etc are also being carried out by the Sub Divisional<br />
Officer (Civil) as Registering & Licensing Authority <strong>of</strong> respective Sub-Division.<br />
To maintain the record <strong>of</strong> vehicles and revenue related data in the department<br />
no Statistical Cell has been created in the department neither specific staff has<br />
been sanctioned for manning this cell in the department. To look after the<br />
work <strong>of</strong> this in department one Statistical Branch has been created and one<br />
clerk has been deployed to collect information and maintain the data at<br />
directorate level. After observation <strong>of</strong> the data available in the department, it<br />
is clear that special efforts are required from the Directorate and field <strong>of</strong>fices<br />
for analyzing the existing data based on such analysis and preparing plan <strong>of</strong><br />
action for better administration <strong>of</strong> tax regime and other statistical functions.<br />
The following statistical products are produced regularly in the department:-<br />
1. Vehicles Registration Data (Commercial, Private, Construction<br />
equipment & Govt. vehicles related)<br />
2. Driving/ Conductor License<br />
3. Accidents data<br />
4. Challan Data<br />
5. Revenue Generation Data<br />
6. Data related to Driving Training Schools
