DESHP Himachal Pradesh State Strategic Statistical Plan 159 6.14 Department of Town & Country Planning The Town and country Planning Department is concerned with preparation of spatial Development Plans for towns and regions. The research /Statistical cadre has to play major role in the preparation of spatial plans .Fifty percent Job is to be done by the research Cadre and rest fifty percent by planning cadre. The spatial development /Regional / Sector Plans cannot be prepared by the department till the statistical data of town is not available with the department .The Statistical cadre at present is being ignored The research cadre was created in the department during the year 1979 having one research officer ,three research assistant and seven field investigators. At present there are two research officer two research assistants and one field investigator. Instead of increasing the cadre the same is decreasing and if timely action is to fill up the vacant posts is not taken then cadre will die. The posts of this cadre are being abolished year after year. The vacant posts are not being filled up on the common pretext of financial crunch and the cadre is being ignored in the department. The data requirements of this department are specific and data of different type and from different institutions is required for the preparation of realistic spatial plan documents. For collection of data manpower is required for the preparation of realistic spatial plan document, for collection of data man power is required at divisional /Sub divisional level. The data is to be compiled, tabulated and projected after collection by using different statistical methods. For preparing spatial Plans diagnostic approach is required to be adopted, for which research cadre needs to be strengthened in the Department by establishing strong research unit. Therefore, the posts abolished are to be revived and few new posts at field Directorate level are to be created if the spatial are to be prepared in realistic manner. 6.14.1 Position of Statistical Personnel in the Department S.
