6.7.4 The DES can choose to buy a space on an external server; or maintain in-house<br />

server. Specialist staff, a generator and leased line connectivity will be essential<br />

for in-house web server.<br />

6.7.5 Windows 2000 Server is the standard platform that is generally proposed for the<br />

servers. Windows XP Pr<strong>of</strong>essional may be recommended for the desktops. It is<br />

expected that by the time procurement become possible, new and better versions<br />

may be available in the market; which should be adopted accordingly. Windows<br />

XP also has built-in multi-lingual capability, Word processing, spreadsheets, email<br />

and presentations requirements can be met with the MS- Office Pr<strong>of</strong>essional<br />

s<strong>of</strong>tware. The pr<strong>of</strong>essional version, as compared to the standard version, also<br />

includes MS-Access database and programming tools, which may not be essential<br />

on all computers.<br />

Recommendations under ISSP:<br />

1. Need for Restructuring <strong>of</strong> the Department <strong>of</strong> Economics and Statistics:<br />

There is a wide gap in required and existing manpower; such a gap naturally<br />

dilutes the quality <strong>of</strong> work. Also, there is acute stagnation at almost all levels<br />

and majority <strong>of</strong> the staff expects his/her promotion as Statistical Officer only<br />

after 18-20 years <strong>of</strong> service which causes frustration among the staff.<br />

Further, in other sister departments like Agriculture, Horticulture, etc., the<br />

heads <strong>of</strong> district level unit are in the cadre <strong>of</strong> Deputy Directors and block level<br />

functionaries are at the level <strong>of</strong> Assistant Directors but in the DES the head <strong>of</strong><br />

the district unit is only at the level <strong>of</strong> Assistant Director/Research Officer. This<br />

status gap creates a hurdle in the co-ordination with line departments in the<br />

day-to day activities. Particularly for the implementation <strong>of</strong> ISSP, this anomaly<br />

needs to be looked into and the number <strong>of</strong> supervisory <strong>of</strong>ficers at the<br />

Directorate level should be increased.<br />

The situation is even worse for the statistical personnel in most <strong>of</strong> the Line<br />

Departments.
