6.16.5 Position <strong>of</strong> Statistical Cell in the Department<br />

At present the Forest Department houses a Statistical Cell manned by a skeleton<br />

staff, only at State Headquarters (Shimla). The Statistical Cell <strong>of</strong> the Forest<br />

Department is catering to all the Statistical requirements <strong>of</strong> every quarter <strong>of</strong> the<br />

State, as well as <strong>of</strong> Govt. <strong>of</strong> India. All guidelines/instructions received from any<br />

<strong>of</strong> the higher authorities are adhered strictly; although, the Statistical Cell is<br />

facing shortage <strong>of</strong> staff and incumbents facing severe stagnation problem.<br />

Presently, the statistical information being collected from field <strong>of</strong>fices lack<br />

authenticity and need a number <strong>of</strong> clarifications and rectifications <strong>of</strong><br />

discrepancies leading to unnecessary correspondence and delay.<br />

The forestry statistics are being collected, compiled and transmitted by untrained<br />

clerical staff, which otherwise too, with increasing workload on account <strong>of</strong><br />

diversification <strong>of</strong> forestry activities, do not do the job well and are not properly<br />

acquainted with statistical compilations. This leads to a lack <strong>of</strong> quality and delay,<br />

which is inevitable. Further, the clerical staff in position too, is frequently moved<br />

from one seat to another or from one <strong>of</strong>fice to another leading to problems.<br />

6.16.6 Status <strong>of</strong> Statistical manpower:<br />

The strength <strong>of</strong> the Statistical Cell in Forest Department comprises <strong>of</strong> the<br />

following staff:<br />

Note: All the above shown sanctioned posts were allocated/ transferred from<br />

erstwhile Punjab Forest Department at the time <strong>of</strong> reorganization <strong>of</strong> States in<br />

1966. Since then not even a single post has been increased.
