support is available for the registration <strong>of</strong> births and deaths, labour and employment,<br />

factories etc. As part <strong>of</strong> the process <strong>of</strong> implementing the recommendations <strong>of</strong> the<br />

National Statistical Commission the Central <strong>Government</strong> has enacted the Collection<br />

<strong>of</strong> Statistics Act 2008 and repealed the Collection <strong>of</strong> Statistics Act 1953. The new<br />

Act enhances the scope <strong>of</strong> data collection in the <strong>of</strong>ficial statistical system <strong>of</strong> the<br />

country. It covers all types <strong>of</strong> data providers, namely, households, enterprises and<br />

establishments, unlike the 1953 Act which covers only industrial and commercial<br />

concerns.<br />

The new Act provides for modern methods <strong>of</strong> data collection like E-filing. It<br />

empowers not only the Central and State <strong>Government</strong>s, but also the local<br />

governments in data collection. It provides for more decentralized data collection<br />

activities, as it enables the appointment <strong>of</strong> statistical <strong>of</strong>ficers in any given<br />

geographical unit for this purpose. It also has provisions for using the data only for<br />

statistical purposes and for disclosing the data to potential users only, after<br />

suppressing the identification details <strong>of</strong> the concerned data providers. The new Act<br />

helps in avoiding unnecessary duplication <strong>of</strong> survey efforts. The Central <strong>Government</strong><br />

is empowered to make rules under this new Act. For this purpose the Ministry <strong>of</strong><br />

Statistics and Programme Implementation (MOSPI) is in the process <strong>of</strong> consultion<br />

with other Central <strong>Government</strong> departments, State <strong>Government</strong>s and UT<br />

Administrations for suggestions to the draft rules under preparation by the Central<br />

<strong>Government</strong>. It is expected that the Act and rules will come into force within a short<br />

course <strong>of</strong> time. There is need for the State Govt. to adopt such legislation on<br />

statistics for improvement in the statistical system <strong>of</strong> the State
