8.3 Assessment <strong>of</strong> IT Requirements<br />

The need for additional IT resources can be assessed on the basis <strong>of</strong> the volume <strong>of</strong><br />

data handled both, current and proposed and the related data processing work load <strong>of</strong><br />

the operational staff, and the need to access IT resources by the supervisory and top<br />

management staff.<br />

Local Area Networking (LAN)/Wide Area Networking (WAN) is required for faster<br />

transmission <strong>of</strong> data for which all computers are to be connected to each other within<br />

an <strong>of</strong>fice. In the DES headquarters, the desktops will be linked to the domain<br />

server(s) using network switches. In the <strong>of</strong>fices that do not have a server, peer-topeer<br />

workgroup networks will be established. There is need for dove-tailing the<br />

proposed computerisation work <strong>of</strong> the DES with the SWAN scheme <strong>of</strong> Net working<br />

<strong>of</strong> Administrative units being done by <strong>Government</strong> <strong>of</strong> India.<br />

At the minimum, broadband is proposed for all the <strong>of</strong>fices. In extreme cases, dial-up<br />

connectivity can be considered. At the headquarters, the broadband connection can<br />

be <strong>of</strong> much higher bandwidth (say 512KB or more). In case T1 leased lines are used<br />

(especially in the case <strong>of</strong> in-house web server), these can be shared for internet<br />

access.<br />

The DES should have a web-site with statistical reports complied by them for<br />

dissemination. The DES can choose to have space bought out on an external server;<br />

or maintain an in-house server. Specialist staff, a generator and leased line<br />

connectivity will be mandatory for an in-house web server.<br />

Windows 2000 Server is the standard platform that is generally proposed for the<br />

servers. Windows XP Pr<strong>of</strong>essional may be recommended for the desktops. It is<br />

expected that by the time procurement does take place, newer and better versions<br />

may be available; which should be adopted accordingly. Windows XP also has builtin<br />

multi-lingual capability. Word processing, spreadsheets, e-mail and presentations<br />

requirements can be met with the MS- Office Pr<strong>of</strong>essional s<strong>of</strong>tware. The<br />

pr<strong>of</strong>essional version, as compared to the standard version, also includes MS-Access<br />

database and programming tools, which may not be essential on all computers.
