DESHP Himachal Pradesh State Strategic Statistical Plan 16 Conference of Central and State Statistical Organizations (COCSSO) etc. have not been functioning satisfactorily; d) Absence of a Human Resource Development Policy has been responsible for a marked lack of motivation of official statisticians in India and e) Absence of an explicit Citizen’s Charter or Mission Statement without which the rising expectations of the citizens from the statistical system cannot be fulfilled. 2.4.4 The two basic reasons identified by the Rangarajan Commission for the existence of some of the major deficiencies were a) absence of an effective co-ordination mechanism for determining statistical priorities, standardization of concepts and definitions, and b) absence of a mechanism to ensure credibility of statistics in the existing decentralized statistical system. 2.5 The State Statistical System The system of official statistics in the State of Himachal Pradesh (HP) is a decentralized one. While there is a nodal agency - the Department of Economics and Statistics (DES) - for collection, compilation, and dissemination of statistics on all socio-economic aspects of the State, several line departments are engaged in statistical activities related to their respective specialized field/subject. Each department recruits its own staff as there is no common statistical cadre. The present statistical system in the state is described in Chapter 4 of this report. 2.6 Organizational structure of DES The Department of Economics and Statistics has been declared as the nodal agency to coordinate all the statistical activities in the State in addition to undertaking statistical activities designated to it and directed at providing a strong and reliable statistical data base for preparation and implementation of Five Year and Annual Plans. The Chief Minister is the Minister in charge of DES whose Administrative Department is the

Principal Secretary (Finance) is the Secretary of this Department and the Economic Adviser is the Head of the Department. The Organogram of DES is given in the Chart below. ORGANISATION STRUCTURE The DES has a two tier structure – the Headquarters located in Shimla, and District Statistical Offices (DSOs) in each of the twelve Districts. Ten of the 12 DSOs are headed by District Statistical Officers; two DSOs are headed by AROs. 2.7 Functional Divisions of DES The DES has organised itself in nine Divisions that are listed in the table below together with their designated activities.
