performance levels through systems improvement, and adoption <strong>of</strong> best<br />

practices.<br />

10.1 Basic Statistics for Local Level Development<br />

This is one <strong>of</strong> the most neglected areas <strong>of</strong> statistical data required for regional and<br />

micro level planning. To strengthen and improve the existing data gap the Planning<br />

Commission has given in-principal approval for the scheme <strong>of</strong> Basic Statistics for<br />

Local Level Development <strong>of</strong> the MOSPI. Under the Scheme, village level statistics<br />

to be compiled in a village schedule by the Panchayat Secretary from the existing<br />

village level registers and with the help <strong>of</strong> village level functionaries such as<br />

Anganwari workers, ANM, village Pradhan, Chowkidar, revenue <strong>of</strong>ficials, Patwari,<br />

etc. Prior to drafting <strong>of</strong> the new scheme, the Planning Commission has suggested to<br />

roll out a pilot scheme to identify data sources for compilation <strong>of</strong> information on<br />

basic statistics for local level development. To capture required data on various<br />

socio-economic indicators and their sources, the pilot scheme is in operation in 32<br />

States, UTs except Delhi Chandigarh and Goa. Special purpose s<strong>of</strong>tware has been<br />

developed for the purpose <strong>of</strong> creation <strong>of</strong> village level database and generation <strong>of</strong><br />

certain types <strong>of</strong> reports and provided to the States/UTs for preparation <strong>of</strong> pilot<br />

project data sets. Two training courses for District level functionaries were<br />

conducted by the CSO in 2009.<br />

10.2 Long-term Vision to meet specified data needs:<br />

In light <strong>of</strong> the assessment <strong>of</strong> needs and analysis <strong>of</strong> the current situation in the state,<br />

the State Statistical System should adopt the following Vision for the State Strategic<br />

System.<br />

10.2.1 Vision for the State<br />

1. Development <strong>of</strong> a coherent and consistent system <strong>of</strong> data collection,<br />

analysis and dissemination within the present structure <strong>of</strong> a decentralized<br />

set <strong>of</strong> responsibilities under the constitutional framework and ensure that<br />

<strong>of</strong>ficial statistics matches the data needs at all levels <strong>of</strong> aggregation from<br />

nation level down to sub district level and so that it would be comparable<br />

both across time and space.
