<strong>Himachal</strong> <strong>Pradesh</strong> State Strategic Statistical Plan 42<br />

(HPSSS). The preparation <strong>of</strong> the SSSP provides a chance for all stakeholders to assess<br />

the current status <strong>of</strong> statistics, to review data needs, to develop a vision for State’s<br />

statistical system and to formulate strategies for achieving the vision. The objective <strong>of</strong><br />

the SSSP is to develop a viable, technically sound and user-oriented work program with<br />

planned actions, including budget lines and time lines, for data production, analysis and<br />

dissemination. It should include a mechanism for continuous assessment <strong>of</strong> user needs<br />

and priorities with regard to data, provide a framework for mobilizing resources (both<br />

state and national through the India Statistical Strengthening Project (ISSP).<br />

3.2.16 The process <strong>of</strong> formulation <strong>of</strong> the <strong>Himachal</strong> <strong>Pradesh</strong> Strategic Statistical<br />

Strengthening Plan (HPSSSP) commenced with the constitution <strong>of</strong> the Project<br />

Management Team, under the chairmanship <strong>of</strong> the Economic Adviser, Department <strong>of</strong><br />

Economics and Statistics, which has been entrusted with the task <strong>of</strong> preparing the draft<br />

HPSSSP after discussions with stake holders, discussions in seminars and workshops<br />

and after individual consultations.<br />

3.2.17 Identification <strong>of</strong> goals as well as strategies will enable determination <strong>of</strong> the<br />

specific activities which are to be incorporated in the implementation and finance plans.<br />

A time line <strong>of</strong> 5 to 10 years will be required for the implementation <strong>of</strong> the various<br />

activities. In order to adhere to the proposed timeline and to attain the deliverable<br />

outputs/outcomes, monitoring and performance indicators will have to be developed and<br />

incorporated in the plan.
