Formats for inspections etc. are to be attended by the Deputy Director under<br />

the guidance <strong>of</strong> the Secretary/Director.<br />

1.1.4 Need to have a Joint Director exclusively for Office/Social statistics and for<br />

Indicators expected by 13 th finance commission.<br />

1.1.5 Need to have a Joint Director exclusively for 20 key indicators prescribed by<br />

ISSP.<br />

1.2 The DES presently works as only a data collecting agency and limited attention<br />

has been given to research publications and analytical reports. Most <strong>of</strong> the<br />

<strong>of</strong>ficers are engaged in planning, execution and supervision <strong>of</strong> various schemes<br />

under their control and so far not given attention to research and statistical<br />

analysis. A sufficiently senior level <strong>of</strong>ficer <strong>of</strong> Joint Director Rank need be given<br />

full time charge <strong>of</strong> research and analysis activities and work directly under the<br />

Director/Secretary <strong>of</strong> the DES.<br />

1.3 The Director/EA <strong>of</strong> the DES will be Co-ordinating and guiding the Joint<br />

Directors/Deputy Director <strong>of</strong> the directorate/Districts and also to regulate the<br />

timing and priority <strong>of</strong> the field work. Manpower Administration <strong>of</strong> the<br />

department is at present carried out by the Joint Director Administration. There<br />

is need for better coordination between the Administrative head and the Director<br />

who is expected to have knowledge about the capabilities <strong>of</strong> individuals and<br />

requirement <strong>of</strong> various posts that help the Head <strong>of</strong> the Department in manpower<br />

administration and strategic decisions relating to the Department. The<br />

Director/Secretary has also to take necessary steps for improvement <strong>of</strong> technical<br />

and managerial capabilities <strong>of</strong> the <strong>of</strong>ficers <strong>of</strong> the Directorate for which training<br />

activities are to be increased significantly and a Deputy Director level <strong>of</strong>ficer be<br />

made as the training in charge.<br />

1.4 Modernisation and computerisation have to be taken up on a priority basis in all<br />

the divisions <strong>of</strong> the head <strong>of</strong>fice and all regional, district and Block level statistical<br />

units <strong>of</strong> the directorate which will be the responsibility <strong>of</strong> the Director who
