weakened for Statistical purposes.<br />

2.3 Overview <strong>of</strong> the Indian Statistical System<br />

2.3.1 The Indian Statistical System (ISS) functions within the overall administrative set<br />

up <strong>of</strong> the country. In accordance with the federal structure <strong>of</strong> the <strong>Government</strong>, the ISS is<br />

largely decentralised with elements <strong>of</strong> central supervision. All-India large-scale<br />

statistical operations, such as Population Census, Economic Census, Agriculture Census,<br />

Livestock Census, and nation-wide sample surveys, including the Annual Survey <strong>of</strong><br />

Industries and the Socio-Economic Surveys <strong>of</strong> the NSSO, as well as compilation <strong>of</strong><br />

macro-economic aggregates like national accounts, All India Price Indices and industrial<br />

production, are mainly central activities, with significant involvement <strong>of</strong> State statistical<br />

agencies in data collection. The State <strong>Government</strong>s and statistical organisations <strong>of</strong> the<br />

States also collect and generate data on a number <strong>of</strong> variables. The Central <strong>Government</strong><br />

acts as the coordinating agency for presentation <strong>of</strong> statistics on an all-India basis even in<br />

areas where the States have the primary authority and responsibility for collection <strong>of</strong><br />

statistics. The Ministry <strong>of</strong> Statistics and Programme Implementation (MOSPI) is the<br />

nodal agency for all statistical activities at all-India level. The State Directorates <strong>of</strong><br />

Economics and Statistics (DES) carry out the responsibility <strong>of</strong> coordination <strong>of</strong> all<br />

statistical activities at the State level and keeping liaison with the MOSPI for the purpose<br />

<strong>of</strong> coordination at all-India level, and for maintaining norms and standards in the field <strong>of</strong><br />

<strong>of</strong>ficial statistics.<br />

2.3.2 The Indian Official Statistical System is decentralized and consists <strong>of</strong> the National<br />

Statistical System involving mostly national level estimates/aggregates and the State<br />

Statistical System (SSS) involving mostly State and UT level estimates/aggregates. The<br />

federal structure <strong>of</strong> the country has influenced the organization <strong>of</strong> the Indian Statistical<br />

System. The collection <strong>of</strong> statistics for different subject-specific areas like Agriculture,<br />

Industry, Finance, Labour etc. vests with the corresponding administrative Ministries<br />

and regulatory bodies <strong>of</strong> the <strong>Government</strong> <strong>of</strong> India. Much <strong>of</strong> the statistical information is<br />

collected as a by-product <strong>of</strong> administration and regulation or for monitoring the progress
