would be subjected to the censorship ofthe Volksraad.
In the meantime the Voortrekkers gave Mpande permission to prosecute
all foreign intruders who violated his borders. He was warned, however,
that killing innocent people was totally unacceptable. White people who
broke the law had to be handed over to the authorities of the Republic. 99
To protect Mpande against unscrupulous Whites, trade with his subjects
.was to be under government supervision at regular times. An overseer
from the Republic was to ensure that no alcohol, arms or horses were sold
to the Zulus. 100 The Voortrekkers regarded trade in arms with the Zulus as
a serious offence. This was to prevent any possibility of future mass
killing of people or possible military attack on Voortrekker settlements.
Anyone found guilty would be fined heavily with the first and second
offences and thereafter all their possessions would be confiscated. lol No
white people were allowed to trade cattle in KwaZulu without the written
permission of the Volksraad. A copy of the Republic's hunting
regulations was sent to Mpande. It gave him permission to charge and
