In the meantime the Voortrekkers gave Mpande permission to prosecute<br />

all foreign intruders who violated his borders. He was warned, however,<br />

that killing innocent people was totally unacceptable. White people who<br />

broke the law had to be handed over to the authorities <strong>of</strong> the Republic. 99<br />

To protect Mpande against unscrupulous Whites, trade with his subjects<br />

.was to be under government supervision at regular times. An overseer<br />

from the Republic was to ensure that no alcohol, arms or horses were sold<br />

to the Zulus. 100 The Voortrekkers regarded trade in arms with the Zulus as<br />

a serious <strong>of</strong>fence. This was to prevent any possibility <strong>of</strong> future mass<br />

killing <strong>of</strong> people or possible military attack on Voortrekker settlements.<br />

Anyone found guilty would be fined heavily with the first and second<br />

<strong>of</strong>fences and thereafter all their possessions would be confiscated. lol No<br />

white people were allowed to trade cattle in KwaZulu without the written<br />

permission <strong>of</strong> the Volksraad. A copy <strong>of</strong> the Republic's hunting<br />

regulations was sent to Mpande. It gave him permission to charge and<br />
