traders. He informed the would-be king that he expected a settlement as<br />

speedily as possible."" Such moves were strengthened by an instruction<br />

to John Dunn to collect the cattle. Shepstone's problem was not only to<br />

gain reinforcements, but to persuade Natal's overseers to accept the idea<br />

<strong>of</strong> a British-controlled KwaZulu. '26 This depended on support from the<br />

High Commissioner and Secretary <strong>of</strong> State.<br />

In March 1859 the civil war resumed in KwaZulu when chief Sihayo <strong>of</strong><br />

Qungebeni attacked the adherents <strong>of</strong> Mazungeni and Dikida for having<br />

assisted Mkhungo's flight to Natal. m Shepstone had always believed that<br />

Mpande lived only because <strong>of</strong> the presence <strong>of</strong> Mkhungo and Sikhotha in<br />

Natal. Many <strong>of</strong> the Zulus loyal to Mpande sought refuge in the Klip<br />

River District. With the assistance <strong>of</strong> Cetshwayo, Sihayo led his<br />

regiments to the banks <strong>of</strong>Mzinyathi '28 Natal's security was threatened as<br />

refugees organised for a counter-attack. White colonists in the vicinity <strong>of</strong><br />
