Resident would be able to turn back would-be refugees." In an attempt to<br />

consolidate these arrangements, Pine <strong>of</strong>fered to provide a wagon to meet<br />

with <strong>Mpande's</strong> representatives at the Thukela. 79 The deliberations<br />

between Mpande and Pine in 1851 were contained in Pine's<br />

correspondence with the Governor-General, Sir H. Smith. Pine said:<br />

"1 opened diplomatic communication with<br />

Panda, whose sentiments I had reason to<br />

believe were friendly towards this<br />

Government. The result <strong>of</strong> this<br />

proceeding was, that the Zulu king sent<br />

the five chief councilors <strong>of</strong> his empire to<br />

confer with me as to various subjects<br />

affecting our common interests. These<br />

chiefs were instructed to <strong>of</strong>fer Her<br />

Majesty, as your Excellency is already<br />

aware, the use <strong>of</strong> Panda's army against<br />

the rebels on the frontier, and to discuss<br />

the expediency <strong>of</strong> establishing a resident<br />

agent in some part <strong>of</strong>his dominions, with<br />

the view <strong>of</strong> regulating the trade between<br />

Her Majesty's subjects and his own.<br />

Panda also expressed a wish to meet me,<br />

ifpossible, on the frontier <strong>of</strong>the district.<br />

1 need not inform your Excellency that<br />

this friendly intercourse between myself<br />

and Panda had a great effect upon the<br />

minds <strong>of</strong> the natives <strong>of</strong> this district, and<br />

wentfar to extinguish any latent sparks <strong>of</strong><br />

disaffection which might have been<br />
