Pine also mentioned a third cause <strong>of</strong> anxiety, which was the large<br />

quantities <strong>of</strong>gunpowder and firearms which were constantly conveyed by<br />

the British traders into <strong>Mpande's</strong> country for sale. Delagoa Bay was the<br />

source <strong>of</strong> distribution and this endangered the safety <strong>of</strong> Natal. 90 To<br />

exercise control over commerce beyond the boundaries <strong>of</strong>Natal and to<br />

check an illicit trade in gunpowder between the British traders and<br />

<strong>Mpande's</strong> subjects, Pine and John Shepstone made the following<br />

arrangements with Mpande:<br />

"1 st That all persons visiting his country<br />

should befurnished with a passport<br />

from this Government.<br />

2'ui That such passports should be<br />

countersigned by a Government<br />

agent, stationed on his borders.<br />

3 nl That such agent should examine all<br />

persons crossing the borders, and<br />

their wagons andgoods, in order to<br />

see that they were not violating any<br />

law regarding trading beyond the<br />

boundaries.<br />

4 th<br />

That Panda should station a few<br />

chosen troops near to the frontier, to<br />

prevent the influx <strong>of</strong> natives into this<br />

district, and to apprehend criminals<br />

flying from either Govemment, and<br />

that such troops should be under the<br />

general orders <strong>of</strong> the agent <strong>of</strong> this<br />

Government.<br />
