because he was convinced that the independence <strong>of</strong> the Voortrekkers was<br />

reconcilable neither with order nor with humanity." In announcing this<br />

decision to Napier in December 1842, Stanley instructed him to send a<br />

special commissioner to Natal. The Commissioner, A.J. Cloete was to<br />

invite the Voortrekkers to express their own views about the form <strong>of</strong> the<br />

institutions <strong>of</strong> local government which were to be established in Natal,<br />

and to warn them that Britain would not pay for the expenses <strong>of</strong> Natal,<br />

except those needed for providing military protection. "<br />

Cloete on another visit read the terms <strong>of</strong> the proclamation for the<br />

annexation <strong>of</strong> Natal to Mpande. This was done through the help <strong>of</strong> an<br />

interpreter, Joseph Kirkman. 36 The terms <strong>of</strong>the proclamation read:<br />

according to such covenant limits as<br />

shall hereafter be fixed upon and<br />

defined, will be recognised and<br />

adopted by Her Majesty the Queen as<br />

a British colony, and that the<br />

they conduct themselves in an orderly<br />

and peaceable manner, be taken<br />

under the protection <strong>of</strong> the British<br />

Crown.<br />
