Mkhungo and Cetshwayo.142 Grey expected Mkhungo and Cetshwayo to<br />

collaborate with the British <strong>of</strong>ficers to adopt a system <strong>of</strong> taxation and<br />

police. In reality this was an imperialistic attempt to extend British<br />

Colonial territories.<br />

Grey also proposed to extend the dominion <strong>of</strong> the Cape Colony as far<br />

north as Mzimkhulu River. This infuriated Scott because the territory<br />

between Mzimvubu and Mzimkhulu Rivers had already been ceded to<br />

Natal by the Mpondo chief Faku. l4J Scott realised that Grey intended to<br />

support the KwaZulu scheme only in return for Natal's support <strong>of</strong> the<br />

Cape frontier proposal. Nevertheless, the new Secretary <strong>of</strong> State for<br />

Colonies, the Duke <strong>of</strong>Newcastle, warned against an extension <strong>of</strong> territory<br />

and pressed for a review <strong>of</strong>any definitive arrangements. l44<br />

Newcastle's ruling meant the end <strong>of</strong> Shepstone's hopes for KwaZulu. His<br />

claims about Mkhungo and Colenso's support had nearly brought<br />

success. It was apparent that the Colonial Office would not co-operate.<br />

In early March 1861 Shepstone lamented:<br />
