Mpande wanted the friendship <strong>of</strong>the British Colonial authorities in Natal,<br />

as repeatedly confIrmed by Pine to Henry Smith and the Secretary <strong>of</strong><br />

State, Earl Grey. The Zulu potentate, he argued, agreed to accept a<br />

Resident and <strong>of</strong>fered the services <strong>of</strong> the Zulu regiments. BI In July 1852<br />

Pine appointed John Shepstone as Zulu Resident Agent. Mpande built<br />

two military strongholds near the Lower Thukela Drift to aid the resident<br />

in preventing refugees from entering the Natal Colony.B1 In accepting the<br />

kind <strong>of</strong> relations the British had with Mpande, the Secretary <strong>of</strong> State, Sir<br />

John S Pakington said:<br />

"Sir, I have received our Despatch <strong>of</strong>14 dl<br />

August last, No. 33; and I have to convey<br />

to you my approval <strong>of</strong> the arrangements<br />

made with Panda, king <strong>of</strong>the Zulus, and<br />

<strong>of</strong>the appointment <strong>of</strong>Mr. John Shepstone<br />

as agent with that chief.. "B3<br />

Pine described the decision to appoint John Shepstone as a solution to the<br />

perceived Zulu threat. This also reconciled Pine and Theophilus<br />

Shepstone in that they began to work together. Theophilus Shepstone<br />

wrote thus to Pine:<br />
