to prevent further Voortrekker emigration by complying to Voortrekker<br />

claims to permanent ownership <strong>of</strong>farms. 179 He wrote:<br />

"If any reasonable arrangements as to the<br />

grants <strong>of</strong> Land better suited to their feelings<br />

and wishes could be devised, than that which<br />

was before made by the Government, I think it<br />

would be wise to relax the existing Regulation,<br />

and make this attempt to check the<br />

emigration. "180<br />

However, Maitland was not willing to act against the renegade Zulus<br />

within Natal Colony because no British military reinforcements were<br />

available. He suggested that problems with Mpande be avoided at all<br />

costs1 81 The Lieutenant-Governor Martin West brushed aside the advice<br />

<strong>of</strong> Maitland and attempted to place Zulu refugees in locations. On<br />

31 March 1846 Martin West, applying his previous experiences onthe<br />

Cape Eastern frontier, instituted a location Commission I81 This<br />

Commission was to be chaired by the Surveyor-General, W.Stanger with<br />

Theophilus Shepstone and missionary Adams as members. l83 The<br />

Commission had to place all Zulu refugees in locations in such a manner<br />

as would best prevent any collision between their interests and those <strong>of</strong><br />

the Voortrekkers. l84<br />
