low as reasonable acceptable) principle is actually not included in standards. In some<br />

cases the opportunity for installing new luminaires can be used to increase <strong>lighting</strong> and<br />

comfort of outdoor <strong>lighting</strong>, the final result could be an increase in comfort without<br />

energy saving at system level.<br />

8.1.5 Required new measurement standards<br />

There is a need to draw up a standard for measuring the energy efficiency of ballasts for HID<br />

lamps. CELMA mentioned that this will be done in future.<br />

8.1.6 Suggested additional research<br />

Tunnel <strong>lighting</strong> was excluded from the study for reasons mentioned in chapter 1, but it is<br />

recommended to carry out further research outside the scope of this directive. It should focus at<br />

installation level and the maximum use of daylight and creating a systematic approach at EU25<br />

level.<br />

It is also recommended that further research is done on the ecological impact of <strong>street</strong> <strong>lighting</strong><br />

and the reduction of sky glow for astronomic observation.<br />

It is also recommended to carry out further research on monument and architectural outdoor<br />

<strong>lighting</strong>:<br />

- taking into account the 'colour' of the light source and the environment. A blue light<br />

source will be useless to lit a green tree. Therefore installation requirements are<br />

particular useful for these applications.<br />

- taking into account that only the target area needs to be lit.<br />

- light pollution should be taken into account and is also very related to installation<br />

requirements.<br />
