2 MARKET AND ECONOMIC ANALYSIS<br />

The aim of the economic and market analysis is to place the product group <strong>street</strong> <strong>lighting</strong> within<br />

the total of EU industry and trade policy (chapter 2.1), to provide market and cost inputs for the<br />

EU-wide environmental impact of the product group (chapter 2.2), to provide insight in the<br />

latest market trends so as to indicate the place of possible eco-design measures in the context of<br />

the market-structures and ongoing trends in product design (chapter 2.3), and finally, to provide<br />

a practical data set of prices and rates to be used in the Life Cycle Cost calculation (LCC)<br />

(chapter 2.4).<br />

2.1 Generic economic data<br />

2.1.1 Sources and Limitations of the Eurostat production and trade data<br />

To investigate the volume of sales and trade of a product group, it makes sense to consult<br />

Eurostat’s product-specific statistics. For trade and production figures, these are the so-called<br />

Europroms 1 -Prodcom 2 statistics. As an example, these data enable to check whether the<br />

product complies with the eligibility criterion of Art. 15, par. 2, sub a, of the EuP Directive. In<br />

the MEEUP Methodology <strong>Report</strong> the general advantages, flaws and limitations of these<br />

official EU statistics are discussed extensively 3 .<br />

Reliable market data are essential for the development of effective <strong>lighting</strong> policies. However,<br />

any such assessment can only be as comprehensive and systematic as the available data itself.<br />

For <strong>street</strong> <strong>lighting</strong>; this data is scattered and only partially available. Unfortunately, much of the<br />

data that would be necessary for a thorough analysis has not been collected or reported in the<br />

past, or is protected for reasons of manufacturing trade secrets. Although we attempt to focus on<br />

the specific attributes of the <strong>street</strong> <strong>lighting</strong> market, much of our analysis could only be<br />

performed at the level of the EU total <strong>lighting</strong> market, as data were only available in an<br />

aggregated form.<br />

In this report, our comparisons of imports, exports, and EU production and apparent<br />

consumption, give the reader a sense of the relative scales within the <strong>lighting</strong> market. For<br />

numerous reasons 4 , these data comparisons should only be considered as approximations.<br />
