1.3 Existing Legislation and EU Voluntary Agreements<br />

In this section the relevant legislation and EU voluntary agreements are described.<br />

1.3.1 Legislation and Agreements at European Community level<br />

1.3.1.1 Environmental directives (RoHS, WEEE)<br />

Directive 2002/95/EC on Restriction of the use of certain Hazardous<br />

Substances in electrical and electronic equipment (RoHS)<br />

Scope:<br />

The RoHS Directive stands for "the restriction of the use of certain hazardous<br />

substances in electrical and electronic equipment". This Directive bans the placing on<br />

the EU market of new electrical and electronic equipment containing more than agreed<br />

levels of lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyl<br />

(PBB) and polybrominated diphenyl ether (PBDE) flame retardants.<br />

Directive 2002/96/EC on waste electrical and electronic equipment (WEEE)<br />

Scope:<br />

The WEEE Directive aims to:<br />

• reduce waste arising from electrical and electronic equipment (EEE);<br />

• make producers of EEE responsible for the environmental impact of their<br />

products, especially when they become waste.<br />

• encourage separate collection and subsequent treatment, reuse, recovery,<br />

recycling and sound environmental disposal of EEE .<br />

• improve the environmental performance of all those involved during the<br />

lifecycle of EEE.<br />

1.3.1.2 Minimum efficiency directives<br />

Directive 2000/55/EC on energy efficiency requirements for ballasts for fluorescent <strong>lighting</strong><br />

Scope:<br />

The purpose of this Directive is to improve the efficiency of the systems by limiting<br />

the ballast losses. For this purpose, CELMA developed a classification system that<br />

takes both parts of the system into account, the lamp and the ballast and that is<br />

compliant with the directive.<br />
