EXHIBIT A<br />

The basis for all COUNTY health <strong>and</strong> human services contracts is the provision<br />

<strong>of</strong> the highest level <strong>of</strong> quality services that support improved outcomes for<br />

children <strong>and</strong> families. The COUNTY <strong>and</strong> its contracting partners must work<br />

together <strong>and</strong> share a commitment to achieve a common vision, goals, outcomes,<br />

<strong>and</strong> st<strong>and</strong>ards for providing services.<br />

2.0 OVERVIEW<br />

A Foster Family Agency (FFA) means any organization engaged in the recruiting,<br />

certifying, <strong>and</strong> training <strong>of</strong>, <strong>and</strong> providing pr<strong>of</strong>essional support to, certified<br />

parent(s), or in finding homes for placement <strong>of</strong> children for temporary or<br />

permanent care who require that level <strong>of</strong> care as an alternative to a group home.<br />

Private Foster Family Agencies shall be organized <strong>and</strong> operated on a nonpr<strong>of</strong>it<br />

basis.<br />

Most CCLD regulations that apply to FFAs are from the Manual <strong>of</strong> Policies <strong>and</strong><br />

Procedures, Title 22, including, but not limited to:<br />

(a) Division 6, Chapter 1, Sections 80000-80095 [except as otherwise noted in<br />

Section 88030(f)] (General Licensing Requirements) <strong>and</strong> Division 6, Chapter<br />

4, Sections 83000 through 83088 (Small Family Homes) for the certified<br />

family home requirements;<br />

(b) Division 6, Chapter 8.8, Sections 88000 through 88087 (FFA) for Treatment<br />

FFA requirements <strong>and</strong>;<br />

(c) Division 2, Subchapters 1-9, Sections 35000-35409 (Adoptions Manual) for<br />

Foster-Adopt FFA requirements.<br />
