1.0: SAFETY<br />

PERFORMANCE OUTCOME GOAL: Placed <strong>Children</strong> shall be free <strong>of</strong> abuse <strong>and</strong><br />

neglect as specified in California Health <strong>and</strong> Safety Code Section 1522(b), other<br />

children, <strong>and</strong> family members.<br />

SERVICE TASKS:<br />

1.1 Movement <strong>of</strong> Placed <strong>Children</strong>:<br />

1.1.1 Prior Authorization for Movement <strong>of</strong> Placed <strong>Children</strong>:<br />

The CONTRACTOR may move a Placed Child from one GH site to another<br />

within the CONTRACTOR’S program only after receiving prior authorization<br />

from either the Placed Child’s <strong>County</strong> Worker, or the <strong>County</strong> Worker’s<br />

supervisor, except as set forth in this SOW, Part C, Section 1.2.2. The<br />

CONTRACTOR shall document the name <strong>of</strong> the approving <strong>County</strong> Worker<br />

or administrator <strong>and</strong> place it in the Placed Child’s record.<br />

COUNTY shall not unreasonably withhold or delay authorization for the<br />

CONTRACTOR to move a Placed Child from one GH site to another.<br />

1.1.2 Emergency Movement <strong>of</strong> Placed <strong>Children</strong>:<br />

For DCFS/Probation, in the event <strong>of</strong> an emergency, the CONTRACTOR<br />

may move a Placed Child without prior authorization from the Placed<br />

Child’s <strong>County</strong> Worker. The CONTRACTOR shall make every effort to<br />

keep the Placed Child in the same school. For the purposes <strong>of</strong> this<br />

paragraph, an emergency is defined as any situation that threatens the<br />

health <strong>and</strong> safety <strong>of</strong> the Placed Child or others in the GH.<br />

(a) For DCFS, the CONTRACTOR shall notify either the Placed Child's<br />

CSW (<strong>Children</strong>’s Social Worker), the CSW's supervisor, the CSW's<br />

administrator or, after working hours, the Child Protection Hotline<br />

(800-540-4000), <strong>of</strong> the emergency replacement. Notification shall be<br />

made as soon as possible but no later than 24 hours after the Placed<br />

Child is moved. The CONTRACTOR shall then discuss the situation<br />

with the CSW or the CSW’s supervisor <strong>and</strong> document the<br />

conversation <strong>and</strong> decision in the Placed Child’s record.<br />

(b) For Probation, in the event <strong>of</strong> an emergency, the CONTRACTOR shall<br />

contact the DPO <strong>of</strong> record during normal working hours, the Central<br />

Placement’s OHC Unit Officer <strong>of</strong> the Day, <strong>and</strong> the Central Placement<br />

Resource Control Supervisor at (323) 226-8600 during normal<br />

working hours or (323) 226-8506 after working hours. Notification<br />

shall be made as soon as possible but no later than 24 hours after the<br />

Placed Child is moved.<br />
