The target population described below are general in nature <strong>and</strong> are not intended to be<br />

narrow, inflexible definitions <strong>of</strong> the only children that might be appropriate for GH<br />

programs at a particular RCL.<br />

THE TARGET POPULATION FOR RCL 4, 5, OR 6 PROGRAMS ARE PROBATION<br />

CHILDREN WHO:<br />

have a history <strong>of</strong> incorrigibility <strong>and</strong>/or have exhibited delinquent-type behaviors;<br />

require social work <strong>and</strong>/or mental health treatment services; <strong>and</strong><br />

require a structured program <strong>and</strong> closer supervision than is usually provided in a<br />

relative or foster family home setting.<br />

THE TARGET POPULATION for RCL 7, 8, or 9 PROGRAMS ARE CHILDREN WHO:<br />

require a structured program <strong>and</strong> closer supervision than is usually provided in a<br />

relative or foster family home setting; or<br />

have significant emotional <strong>and</strong> behavioral problems, which may include delinquent<br />

behavior;<br />

require social work <strong>and</strong> mental health treatment services;<br />

require behavioral intervention;<br />

A typical child for RCL 7, 8, or 9 programs might be described as someone who: (1)<br />

has a history <strong>of</strong> refusal to attend school or follow house rules, running away,<br />

impulsive behavior, or damaging property; (2) has a psychiatric diagnosis <strong>of</strong><br />

Attention-Deficit/Hyperactivity Disorder (ADHD), Depressive Disorder, or Conduct<br />

Disorder; <strong>and</strong> (3) may require psychotropic medication management, tutoring, or<br />

special education services.<br />

THE TARGET POPULATIONS FOR RCL 10, 11 OR 12 PROGRAMS ARE CHILDREN<br />

WHO:<br />

have a severe emotional disorder <strong>and</strong> severe behavioral problems, which may<br />

include delinquent behavior, being a victim <strong>of</strong> past sexual abuse, <strong>and</strong> being a sexual<br />

perpetrator;<br />

require extensive social work <strong>and</strong> mental health treatment services;<br />

require behavioral intervention; <strong>and</strong><br />

require intense supervision.
