(b) The CONTRACTOR shall use seclusion or behavioral restraints only<br />

when the child’s behavior presents an imminent danger <strong>of</strong> serious<br />

harm to self or others; <strong>and</strong><br />

(c) The CONTRACTOR shall utilize best practices in early intervention<br />

techniques to avoid prone containment.<br />

1.5.3 Important Specific Prohibitions:<br />

(a) CONTRACTOR shall not use physical restraints/containments that<br />

obstruct a child’s respiratory airway or impair a child’s breathing or<br />

respiratory capacity, including techniques in which pressure is placed<br />

on the child’s back or body weight is placed against the child’s torso<br />

or back;<br />

(b) CONTRACTOR shall not use physical restraints/containments that<br />

use a pillow, blanket, or other item to cover the child’s face;<br />

(c) CONTRACTOR shall not use physical or mechanical restraints or<br />

containment on a child with a known medical or physical condition,<br />

<strong>and</strong> where there is reason to believe that the use would endanger the<br />

child’s life or seriously exacerbate the child’s medical condition;<br />

(d) Unless a physician provides written authorization to the contrary, the<br />

CONTRACTOR shall not use prone mechanical restraints <strong>of</strong> a child at<br />

risk for positional asphyxiation as a result <strong>of</strong> one <strong>of</strong> the following risk<br />

factors that are known to the provider: (1) obesity; (2) pregnancy;<br />

(3) agitated delirium or excited delirium syndromes; (4) cocaine, met<br />

amphetamine, or alcohol intoxication; (5) exposure to pepper spray<br />

(6) preexisting heart disease, including but not limited to, an enlarged<br />

heart or other cardiovascular disorders; <strong>and</strong> (7) respiratory<br />

conditions including emphysema, bronchitis, or asthma.<br />

(e) CONTRACTOR shall not use physical restraints/containments <strong>of</strong> a<br />

child in the facedown position with the child’s h<strong>and</strong>s held behind the<br />

back; <strong>and</strong><br />

(f) CONTRACTOR shall not use physical restraints/containments <strong>of</strong> a<br />

child as an extended procedure.<br />

1.6 Special Incident Reporting Via the I-Track System:<br />

In addition to the reporting requirements in Title 22, Division 6 Chapter 1, Section<br />

80061, <strong>and</strong> Chapter 5, Section 84061, the CONTRACTOR shall also notify<br />

DCFS <strong>and</strong> Probation <strong>of</strong> all reportable incidents via the I-Track web-based system<br />

at https:\\itrack.co.la.ca.us. For Probation youths, the CONTRACTOR shall also<br />

report incidents by telephone <strong>and</strong> fax to the Central Placement OHC Unit.<br />

Failure to report via the I-Track system may result in further action as described<br />

in Exhibit N.<br />
