guardian; court determination process; <strong>and</strong> cross over <strong>of</strong> cases with <strong>Department</strong><br />

95 (the Mental Health Court for conservatorship cases or when a DCFS youth<br />

challenges the continuance <strong>of</strong> a psychiatric hospital hold beyond 72 hours).<br />

DEPARTMENTAL VALUES<br />

This Procedural Guide supports the <strong>Department</strong>’s efforts to ensure safety for DCFSsupervised<br />

children through the appropriate administration <strong>of</strong> psychotropic medications<br />

prescribed by the child’s physician or psychiatrist. Additionally, this Procedural Guide<br />

supports the <strong>Department</strong>'s efforts to achieve timely permanency (family reunification,<br />

adoption or legal guardianship) for children by ensuring that DCFS-supervised children<br />

enjoy optimum mental health.<br />

WHAT CASES ARE AFFECTED<br />

This Procedural Guide is applicable to all new <strong>and</strong> existing referrals <strong>and</strong> cases.<br />

OPERATIONAL IMPACT<br />

Many children who are supervised by DCFS receive mental health services. In some<br />

cases, the treating pr<strong>of</strong>essional may form the conclusion that the child’s mental health<br />

would improve if treated with psychotropic medication.<br />

The <strong>Los</strong> <strong>Angeles</strong> juvenile court’s Psychotropic Medication Protocol defines psychotropic<br />

medication as:<br />

…those drugs administered for the purpose <strong>of</strong> effecting the central nervous system to impact behavior<br />

or psychiatric symptoms. Such medications include but are not limited to: anxiolytic agents,<br />

antidepressants, mood stabilizers, antipsychotic medications, anti-Parkinson agents, hypnotics,<br />

medications for dementia <strong>and</strong> psychostimulants.
