Homes.<br />

2.4 The rate-setting regulations that apply to group homes are from the<br />

Manual <strong>of</strong> Policies <strong>and</strong> Procedures, Division 11-400, 11-402, 11-404<br />

through 11-406, 11-415, 11-425, <strong>and</strong> 11-430. The Foster Care Funding<br />

<strong>and</strong> Rates Bureau will establish rates only for group homes that are<br />

organized <strong>and</strong> operated as non-pr<strong>of</strong>it corporations.<br />

Both the CCLD <strong>and</strong> the rate-setting regulations are available online at<br />

http://www.dss.cahwnet.gov/ord/default. htm. The codes referenced in this<br />

Exhibit A, Statement <strong>of</strong> Work (SOW), from the California Education Code,<br />

Heath <strong>and</strong> Safety Code, Vehicle Code, <strong>and</strong> Welfare <strong>and</strong> Institutions Code,<br />

are available at http://www.leginfo.ca.gov/.<br />

3.0 COUNTY PRIORITIES FOR CHILDREN:<br />

DCFS <strong>and</strong> Probation have established the following priorities for their children:<br />

(1) safety; (2) permanency; <strong>and</strong> (3) well-being.<br />

3.1 Safety: Safety is defined as freedom from abuse <strong>and</strong> neglect 1 . The<br />

Performance Measure Summary <strong>and</strong> Service Tasks addressing this<br />

priority in a GH setting are found in Part C, Section 1.0.<br />

3.2 Permanency: Permanency is defined as a safe <strong>and</strong> stable nurturing<br />

relationship achieved through maintaining the child in the home,<br />

reunification, adoption, or legal guardianship. The Performance Measure<br />

Summary <strong>and</strong> Service Tasks addressing this priority in a GH setting are<br />

found in Part C, Section 2.0.<br />

3.3 Well-Being: This priority in the Statement <strong>of</strong> Work refers to educational,<br />

Emancipation Planning, medical, dental, psychological, <strong>and</strong> psychiatric<br />

well-being . The Performance Measure Summary <strong>and</strong> Service Tasks<br />

addressing this priority are found in Part C, Section 3.0.<br />

4.0 SERVICE DELIVERY SITES :<br />

The CONTRACTOR’S Services described hereunder shall be provided in a<br />

licensed GH site(s) as listed on Exhibit BB, Service Delivery Sites.<br />
