We postulate that interstellar communication, having<br />

spread rapidly throughout the Galaxy once it began, is<br />

now a reality for countless races. We postulate also that<br />

participation in this linked community <strong>of</strong> intelligent<br />

beings confers advantages that greatly outweigh the<br />

obligations. We view the qualifications for admission as a<br />

combination <strong>of</strong> technical prowess, which the <strong>Cyclops</strong><br />

study shows we have, plus faith that the expectation <strong>of</strong><br />

success justifies the effort, which we may or may not<br />

have -yet.<br />
