network size (number of staff) and scope (number of sectors); inadequ<strong>at</strong>e<br />

accountability to networks by introducing co-financing of regional sector directors<br />

by both networks and Regions; and inadequ<strong>at</strong>e division of responsibilities and<br />

accountabilities for sector governance between sector directors (for Bank-wide tasks)<br />

and sector managers (for regional tasks).<br />

6.19 Regional m<strong>at</strong>rix: Rebalance the rel<strong>at</strong>ionship between country and sector units<br />

and regional functions to ensure appropri<strong>at</strong>e <strong>at</strong>tention to lending, knowledge, and<br />

quality. This would need to address: span of control of regional sector managers by<br />

relieving them of responsibility for Bank-wide sector governance; the number of<br />

regional sector managers based on workload (number of staff and oper<strong>at</strong>ions) in<br />

sectors and Regions, recognizing actual costs of shadow managers; and the declining<br />

regional sector unit budget shares with a consider<strong>at</strong>ion of restoring them to FY02<br />

levels.<br />

6.20 Network rebalancing: Address key organiz<strong>at</strong>ional constraints in the Sustainable<br />

Development Network. This includes: (a) excessive span of control of SDN sector managers;<br />

(b) dissimilarity in structures across the Regions; (c) unrealistic range of sector responsibilities of<br />

sector directors and country sector leaders/coordin<strong>at</strong>ors; and (d) removing the separ<strong>at</strong>ion<br />

between safeguards and non-safeguards work by paying equal <strong>at</strong>tention to both aspects of<br />

environmental and social sustainability.<br />
