gender issues were restricted to those sectors<br />

<strong>The</strong> 1993 str<strong>at</strong>egy shifted the Bank's<br />

approach from one based on discrete<br />

<strong>The</strong> integr<strong>at</strong>ion of w<strong>at</strong>er practices across sectors<br />

is well underway: a majority of w<strong>at</strong>er projects were<br />

overseen by sector boards other than W<strong>at</strong>er and<br />

Sanit<strong>at</strong>ion, but integr<strong>at</strong>ion has made little progress<br />

in client countries.<br />

Dams and hydropower have become more<br />

important parts of the portfolio.<br />

Some activities (of the business as usual variety)<br />

have become less important, including coastal<br />

zone management, pollution control, and to a<br />

lesser extent groundw<strong>at</strong>er conserv<strong>at</strong>ion.<br />

<strong>The</strong> Bank's complementary str<strong>at</strong>egies for the<br />

w<strong>at</strong>er sector have been broadly appropri<strong>at</strong>e, but<br />

their applic<strong>at</strong>ion has underemphasized some of<br />

the most difficult challenges set by the 2003<br />

str<strong>at</strong>egy.<br />
