INTRODUCTION AND CONTEXT<br />

02-10, when the m<strong>at</strong>rix system was fully in place and for which comparable budget<br />

d<strong>at</strong>a are available, the Bank approved $222 billion in Intern<strong>at</strong>ional Bank for<br />

Reconstruction and Development (IBRD)/Intern<strong>at</strong>ional Development Associ<strong>at</strong>ion<br />

(IDA) lending and grants, $17.4 billion in recipient-executed trust funds (RETFs),<br />

and used $2.7 billion on core knowledge products. With such amounts <strong>at</strong> stake,<br />

small efficiency gains can substantially enhance the Bank’s impact.<br />

1.19 Almost two-thirds of the Bank’s own budget is administered through<br />

m<strong>at</strong>rix arrangements. Of the Bank’s average annual budget for FY08-10 of $2.4<br />

billion, the regional VPUs expended 53.4 percent; the network VPUs (network<br />

anchors) accounted for 9.4 percent; and OPCS, DEC, and WBI vice presidencies<br />

expended 5.2 percent of the Bank’s budget. <strong>The</strong> remaining 32 percent is for other<br />

corpor<strong>at</strong>e vice presidencies and corpor<strong>at</strong>e functions. <strong>The</strong> flow of Bank-executed trust<br />

funds (BETFs) is quite different from Bank budget alloc<strong>at</strong>ion (Figure 1.2). With trust<br />

funds, the share of funds administered through m<strong>at</strong>rix arrangements increased to 59<br />

percent since the regional and network VPUs together absorb 85 percent of BETFs.<br />

1.20 <strong>The</strong> m<strong>at</strong>rix system directly affects 72 percent of the Bank’s staff. In FY11, of<br />

11,402 total Bank staff, 6,235 were loc<strong>at</strong>ed in the six regional VPUs and 1,470 in the<br />

anchors of four networks (Finance and Priv<strong>at</strong>e Sector Development, or FPD; Human<br />

Development, or HDN; Poverty Reduction and Economic Management, or PREM;<br />
