<strong>The</strong> Use of Cross Support<br />
26. This annex presents the key findings of the <strong>Independent</strong> Evalu<strong>at</strong>ion <strong>Group</strong>’s<br />
(IEG’s) analysis of Bank-wide d<strong>at</strong>a on cross support including d<strong>at</strong>a on cross support<br />
from Regions to network anchors, from network anchors to Regions, across Regions<br />
and across sectors within the Regions.<br />
27. Levels of cross support—percentage of time experts work outside their<br />
responsible units—are used as indic<strong>at</strong>ors of anchors’ and Regions’ ability to make<br />
use of the technical expertise embodied in individuals across the Bank while making<br />
their own staff’s knowledge and skills available to others. IEG’s analysis of cross<br />
support d<strong>at</strong>a therefore serves the twin purpose of providing evidence of anchors’<br />
and Regional Sector Management Unit’s (SMUs’) success or failure to mobilize and<br />
dissemin<strong>at</strong>e country-specific experience and cross-country technical knowledge<br />
across the Bank; and accounting – in part – for the degree of flexibility for technical<br />
staff to work across Regions and sectors.<br />
28. <strong>The</strong> analysis used d<strong>at</strong>a extracted from the Business Warehouse’s Resource<br />
Management Budget Accounting module as of December 2010. It covers the period<br />
FY02-10: Pre-SAP d<strong>at</strong>a was unavailable and FY01 d<strong>at</strong>a has been excluded because it<br />
was reported on the basis of different budget rules.<br />
29. Cross support is calcul<strong>at</strong>ed as the amount or percentage of GF+ staff time, i.e.<br />
time staff graded GF and above spent working outside their responsible unit both<br />
during FY10 and on average over the period FY02-FY10.<br />
Main Findings<br />
30. In FY10, inter-Vice Presidential Unit (VPU) cross support sold (i.e. cross support<br />
across VPUs) was about 5 percent of GF+ staff time overall, with network anchors<br />
selling four times as much cross support as Regions (in terms of percentage of staff<br />
time): Regions sold 3 percent cross support and network anchors 12 percent. Intra-<br />
VPU cross support (i.e. cross support within VPUs) was much higher (13.8 percent<br />
overall, 15.6 percent in the Regions and 9 percent in the network anchors).<br />
31. <strong>The</strong> time trend in inter-VPU cross support sold (in staff weeks) over the period<br />
FY02-10 has by and large been fl<strong>at</strong>. <strong>The</strong>re was, however, a decrease in inter-VPU cross<br />
support as a percentage of seller’s time due to the increase in technical staff. Cross<br />
support from anchors to Regions, in particular, has decreased over time. FY10 cross<br />
support across Regions was 1.5 percent, 0.6 percent in reality being continuity<br />
