of Women and Child Development subsequently sent to the <strong>Commission</strong> an inspection report of<br />
the tour undertaken by the Joint Secretary and the Director of that Department. The report by<br />
and large highlighted the pitiable conditions in which these destitute and marginalized women<br />
were living in Vrindavan and how the Government of Uttar Pradesh was violating the<br />
recommendations of the <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> and the Department of Women<br />
and Child Development, Government of India.<br />
8.25 The <strong>Commission</strong> would continue to monitor and follow-up with the Government of<br />
Uttar Pradesh and the Department of Women and Child Development to ameliorate the<br />
sufferings of the destitute/marginalized women living in Vrindavan and to uphold their dignity<br />
and basic rights.<br />
E] Population Policy – Development and <strong>Human</strong> <strong>Rights</strong><br />
8.26 In its two preceding annual reports, the <strong>Commission</strong> had reported that it had organized a<br />
Colloquium on the above subject in collaboration with the Department of Family Welfare, Ministry<br />
of Health and Family Welfare and the United Nations Population Fund. The objective of the<br />
Colloquium was to initiate a dialogue from the perspective of development and human rights in<br />
the implementation of effective population policies at the Centre and State levels as well as to<br />
deliberate on the mechanisms to achieve the same. It was also reported that the recommendations<br />
made and the Declaration adopted in the Colloquium were forwarded to all the State Governments<br />
and Union Territories for compliance and sending action taken reports.<br />
8.27 Prior to this reporting year, Action Taken <strong>Report</strong>s from the states of Goa, Gujarat, Karnataka,<br />
Madhya Pradesh, Sikkim, Uttaranchal, NCT of Delhi and Andaman & Nicobar Islands were<br />
received. During the year under report, the <strong>Commission</strong> received Action Taken <strong>Report</strong>s from<br />
Chhattisgarh, Haryana, Manipur, Rajasthan, Tripura, Uttaranchal, Uttar Pradesh and<br />
Lakshadweep only. Action Taken <strong>Report</strong>s are still awaited from Andhra Pradesh, Arunachal<br />
Pradesh, Assam, Bihar, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Kerala, Maharashtra,<br />
Meghalaya, Mizoram, Nagaland, Orissa, Punjab, Tamil Nadu, West Bengal, Dadra & Nagar<br />
Haveli, Daman & Diu and Pondicherry. The <strong>Commission</strong> is hopeful that all those States and<br />
Union Territories who have not sent in their action taken reports on the recommendations that<br />
emerged from the deliberations of the Colloquium would expedite sending the same, as this has<br />
implications on the vulnerable sections of the society.<br />

A] Guidebook for the Media on Sexual Violence against Children<br />
8.28 In order to encourage media professionals to address the issue of sexual violence against<br />
children in a consistent, sensitive and effective manner, consonant with the rights and best interest<br />
