<strong>Rights</strong> Literacy and<br />

Awareness<br />

13.1 One of the mandates of the <strong>Commission</strong> under Section 12 (h) of the<br />

Protection of <strong>Human</strong> <strong>Rights</strong> Act, 1993 is the Promotion of <strong>Human</strong> <strong>Rights</strong><br />

Literacy and Awareness. The <strong>Commission</strong> has been endeavouring to achieve<br />

the objectives with its own resources. The entire range of activities of the<br />

<strong>Commission</strong> is aimed at creating an environment in which rights can be better<br />

promoted and protected. The decisions taken by the <strong>Commission</strong> in respect of<br />

complaints, the programmes and projects undertaken, seminars and workshops<br />

held and its publications and discourses, all aim to create a culture of human<br />

rights in the country.<br />

A] <strong>National</strong> Action Plan on <strong>Human</strong> <strong>Rights</strong> Education<br />

13.2 The <strong>Commission</strong> has decided to take up the task of development of the<br />

<strong>National</strong> Action Plan and has set up a group of experts comprising representatives<br />

from Government Departments, legal experts, and representatives from NGOs<br />

and civil society.<br />

B] UN Decade of HR Education and the <strong>National</strong><br />

Action Plan of <strong>Human</strong> <strong>Rights</strong> Education<br />

13.3 The period 1995-2004 was declared as the United Nations Decade for<br />

<strong>Human</strong> <strong>Rights</strong> Education by the United Nations. The <strong>National</strong> <strong>Human</strong> <strong>Rights</strong><br />

<strong>Commission</strong> pursued with the Government to develop a <strong>National</strong> Action Plan<br />

for <strong>Human</strong> <strong>Rights</strong> Education and as mentioned in the previous annual report the<br />

<strong>National</strong> Action Plan of <strong>Human</strong> <strong>Rights</strong> Education was finalized and circulated<br />

<strong>National</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> <strong>Annual</strong> <strong>Report</strong> - 2004-2005<br />
