14.4 The Forum considered the application from Jordan <strong>National</strong> Centre for <strong>Human</strong> <strong>Rights</strong><br />
and admitted it as an ‘Associate Member’ of the Forum. The overall membership of the Forum,<br />
during the period of report, stands at fifteen.<br />
14.5 A copy of the Concluding Statement of the Ninth <strong>Annual</strong> Meeting is at<br />
Annexure 15.<br />
14.6 The <strong>Commission</strong> has remitted an amount of US $100,000 as its contribution to the Asia<br />
Pacific Forum during the year 2004-05.<br />
C] International Conference of <strong>National</strong> <strong>Human</strong> <strong>Rights</strong><br />
Institutions<br />
14.7 The Seventh International Conference of <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> Institutions (ICNI) was<br />
held in Seoul, South Korea from 14-17 September, 2004. The <strong>Commission</strong> was represented at<br />
the Conference by a delegation led by Dr. Justice A.S.Anand, Chairperson and Smt. S.Jalaja,<br />
Joint Secretary, NHRC.<br />
14.8 The conference was devoted to the theme of upholding human rights during<br />
conflict and while countering terrorism. The Chairperson also made a Statement on ‘Combating<br />
Terrorism with focus on <strong>Human</strong> <strong>Rights</strong>’ a copy of which is at Annexure 16.<br />
14.9 A copy of the Seoul Declaration adopted at the conclusion of the meeting is at<br />
Annexure 17.<br />
D] Coordination & Cooperation with other APF Member<br />
Institutions<br />
14.10 The <strong>Commission</strong> has always endeavoured to share information and expertise<br />
with other APF member institutions. The <strong>Commission</strong> has developed an<br />
Internet-based Complaint Management System (CMS), by which it is possible for a<br />
complainant to track the progress of his complaint lodged with the <strong>Commission</strong><br />
through the internet. The <strong>Commission</strong> has been privileged to share its expertise with<br />
the Nepal <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> including training of the concerned personnel in<br />
handling the software. With the Nepal <strong>Commission</strong>, the <strong>Commission</strong> has also<br />
imparted training on investigation techniques, by officials from <strong>Commission</strong>’s Training<br />
division. A team from the APF Secretariat and the Jordan <strong>National</strong> Center for <strong>Human</strong><br />
<strong>Rights</strong> had visited the <strong>Commission</strong> to understand the procedures and functioning of the<br />
<strong>Commission</strong>. Particular interest was evinced in the CMS package during the visit. The<br />
<strong>Commission</strong> is also in the process of sharing the CMS package with the Jordan <strong>National</strong><br />
Center for <strong>Human</strong> <strong>Rights</strong>.<br />
