4.252 This case relating to harassment of a citizen of the United States of America of<br />

Indian origin by the Immigration Officer at Mumbai Airport was earlier reported<br />

during 2002-2003.<br />

4.253 In response to the show cause notice, the Ministry of Home Affairs informed the<br />

<strong>Commission</strong> that instructions have been issued to the Immigration Authorities for preventing<br />

recurrence of such unfortunate incidents and that two complimentary return air tickets were<br />

being offered to the complainant and his wife to visit his native place and relatives in India. As<br />

the <strong>Commission</strong> received confirmation from the Ministry about handing over of the complimentary<br />

air tickets, the case was closed.<br />

7. Measures to prevent deaths due to starvation : Orissa [Case No. 37/3/97-LD(FC)]<br />

4.254 Earlier annual reports of the <strong>Commission</strong> have dealt, in great detail, with the efforts of<br />

the <strong>Commission</strong> since 1996 to deal with the allegations of deaths by starvation in the KBK<br />

districts of Orissa and the remit of the Supreme Court to the <strong>Commission</strong> to pursue and monitor<br />

this matter.<br />

4.255 In the course of the year 2004-2005, on consideration of the compliance report submitted<br />

by the Government of Orissa, the <strong>Commission</strong> directed the State Government to submit status<br />

report both with regard to short term and long term measures and steps in the pipeline for meeting<br />

the situation. Regarding the progress made with regard to the amendment of Orissa Relief Code,<br />

the <strong>Commission</strong> noted that the State Government had constituted a committee headed by<br />

Agriculture Production <strong>Commission</strong>er -cum- Additional Chief Secretary and amendments to the<br />

Orissa Relief Code notified on 30.03.05. Dr. Amrita Rangasami, Director, Centre for Study of<br />

Administration of Relief (CSAR) was also requested to forward the note of suggestions relating<br />

to calamity relief expeditiously for further consideration by the <strong>Commission</strong>.<br />

8. Bonded labourer in the powerloom factory, Distt. Periyar, Tamil Nadu (Case No.<br />

22/212/96-LD(FC)]<br />

4.256 The case relating to bonded labourer was earlier reported in the <strong>Annual</strong> <strong>Report</strong> for the<br />

year 2003-2004. The <strong>Commission</strong> being dis-satisfied with the report of DGP, Government of<br />

Tamil Nadu, referred the matter to its Special Rapporteur Shri K.R. Venugopal, who submitted<br />

a detailed report substantiating the allegations of bonded labour of Mr. Thenmozhi. As a result of<br />

the initiative taken by the <strong>Commission</strong>, the State Government decided to pay a total amount of<br />

Rupees One Lakh, (including Rupees Twenty five Thousand already paid) to Mr.Thenmozhi.<br />

The case was closed after full compliance was received.<br />

9. Death in custody of Mr. Chuhur Singh due to negligence : Punjab (Case No. 431/<br />
