Police Harassment<br />
1. Complaint from Sarita Sahu, resident of Ranchi : Jharkhand (Case No. 974/34/<br />
2001-2002)<br />
4.217 This case relating to police harassment of the complainant along with two others was<br />
earlier reported in the <strong>Annual</strong> <strong>Report</strong> for the year 2003-2004. Upon consideration of a report<br />
from the Director General & Inspector General of Police, Ranchi, the <strong>Commission</strong> held that<br />
Ms. Sarita Sahu and her family members were subjected to mental agony, harassment and<br />
humiliation by the police. It recommended payment of Rs. 1 lakh as immediate interim relief u/<br />
s 18(3) of the Protection of <strong>Human</strong> <strong>Rights</strong> Act. 1993 to be paid by the State Government to the<br />
victim.<br />
4.218 Pursuant to the direction of the <strong>Commission</strong>, the Government of Jharkhand has issued a<br />
sanction for payment of Rs.1,00,000/- (Rupees One Lakh only) to the complainant as “interim<br />
relief”. However, the factum of payment and the outcome of departmental proceedings initiated<br />
against the errant police officials are still awaited.<br />
2. Harassment, Misbehaviour and injury caused to U.K. Vajpayee, ANM.:<br />
Uttar Pradesh (Case No: 29929/24/2000-2001)<br />
4.219 This case relating to harassment and injury inflicted by the police resulting in amputation<br />
of one of the legs of the victim, Ms. Usha Kiran Vajpayee was earlier reported in the <strong>Annual</strong><br />
<strong>Report</strong> for the year 2003-2004.<br />
4.220 The <strong>Commission</strong> vide its proceedings dated 21-5-2003, while rejecting the plea of the<br />
State Government of U.P. that the amount of Rs. 5,00,000/- recommended by the <strong>Commission</strong><br />
was excessive, reiterated its stand that the award of Rs. 5 lakhs as “immediate interim relief” to<br />
the victim was meant as an application of balm on the wounds of the lady and asked the State<br />
Government to comply with the directions.<br />
4.221 The State Government vide its letter dated 14-/-6-2004 conveyed to the <strong>Commission</strong> that<br />
the amount of Rs. 5 lakhs has been paid to the victim. Accordingly the case was closed.<br />
Illegal Detention and Torture<br />
1. Unlawful detention of Manoharan: Tamil Nadu (Case No:213/22/2001-2002)<br />
4.222 This case relating to unlawful detention of Mr. Manoharan was earlier reported in the<br />
<strong>Annual</strong> <strong>Report</strong> for the year 2003-2004.<br />
